Title: Mint Chips in chocolate

Soooo... after an argument that cause a fire (don't ask)  - what are the mint chips in a block of chocolate mint chip made of ? I say corn starch... but I'm prepared to be wrong (though there may be more fires).  Any ideas ?

I'd always thought it was crystallised sugar.
