Is it grim because of the Scots?

I doubt it. It's grim because the main source of employment (steel) has gone and the locals can't be arsed to re-train so all the jobs being created there go to outsiders who have better skills.

The BMI is not infallible. For instance, it is possible
for a healthy, muscular athlete with very low body fat to be classified
obese using the BMI formula.

If you are a trained athlete, your weight based on your
measured percent body fat would be a better indicator of what you
should weigh.

And of course, everyone in Scotland is too poor to be obese!

According to that chart, I just into the overweight area.

Incidentally obese and clinically obese mean the same thing, so that's either a misprint or a made up chart. I suspect by clinically obese, it means morbidly obese.
